Sarah Drinkwater, Ph.D., Executive Director of Student Services

Sarah Drinkwater has worked in public special education in Washington state for over 16 years with additional experience in higher education. She received her BA in Physical Education from the University of California-Santa Barbara and her MS and PhD. degrees in Special Education/Early Childhood Special Education from the University of Oregon.

Cathi Sagstad, Program Administrator

Cathi Sagstad has 34 years experience in public education in the Federal Way and Peninsula school districts as a speech language pathologist, early childhood educator, special education classroom teacher, supervisor, and administrator. She has also taught at the university level in Norway. Cathi received her administrator credentials and her MSPA at the University of Washington, and her BA in Elementary Education and Speech Pathology/Audiology at Washington State University.

Department Responsibilities

  • Facilitate provisions of all Special Education programs across the district.
    • Early Childhood Program
    • Elementary
    • Secondary
    • Community Transition Program
  • Monitor federal and state accountability.
  • Manage and supervise preschool programs.
  • Support the drug and alcohol prevention/intervention activities.
  • Facilitate provisions of services for struggling learners.

Staff members of the Student Services department are located in many of the school buildings around the district, however, the administrative personnel and office support are housed at the Educational Service Center at 14015 62nd Avenue NW, Gig Harbor, WA 98332.
