The Capital Projects Bond will:
Fund the plan recommended by the Capital
Facilities Task Force
The Peninsula School Board established a community
and employee based Capital Facilities Task Force in 2002. This
group solicited input throughout the district in order to set
the standard for appropriate learning environments in our district,
evaluate our existing facilities, and develop a plan to address
facility needs. The task force set the following priorities:
- Enhance building safety and access
- Extend the physical life of our facilities
- Ensure educational equity across all schools
- Enhance instructional and support space
Ensure that all Peninsula schools meet
the basic standards set by our community
The proposed bonds focus on the basics. The School Board and Task Force analyzed
every project to ensure that they all fit the priorities identified by the
community through their input into the strategic plan. They made sure that
each project will directly enhance the learning and teaching function of
our facilities.
Accountability is built into the plan:
If the proposed Capital Facilities Bond issue
is approved, the board will establish two citizen committees
to oversee the projects. The Planning and Timelines Committee
will work in conjunction with the schools to implement each
project while the district Audit Committee will ensure that
bond proceeds are spent as promised. Both committees will report
regularly to the school board.
The $45-million bond projects are organized
in 6 areas which will support all of our students:
Major Facility Modernization
Purdy Elementary, built in 1970, needs to be brought up to current, educationally
sound standards. The main building at Harbor Ridge
is being replaced now; replacement of the old classroom building and concrete
gym will complete the Harbor Ridge project.
Technology, Communications & Electrical
Upgrades
Every school will receive upgrades in the areas of technology, communications systems
and related infrastructure electrical improvements.
Air Quality & HVAC Upgrades (Heating / Air Conditioning / Ventilation)
New HVAC units and/or centralized control systems will be installed
in every building. The sawdust collectors will be replaced at Kopachuck and
Key Peninsula.
Replace Portables
Modular buildings will replace all pre-1980 portables.
Modernize Classrooms / Learning Environments
The following upgrades will be accomplished: Gig Harbor High's auditorium and
home economics classroom; Peninsula High's library and 100,200, and 300
area classrooms; Gig Harbor and Peninsula pool lockers; Gig Harbor High
and Special Programs modular additions/replacements for safety and accessibility;
and, Key Peninsula and Kopachuck floor covering replacement.
Energy Upgrades
The boilers at Gig Harbor and Peninsula pools will be replaced with energy-efficient
systems.

The proposed bonds will be structured around
the previously approved bonds to help stabilize property owners'
tax rates. As you can see from the chart above, the bond tax
rate is expected to increase by 18 cents per thousand dollars
of assessed value in 2004, then step down after five years.
For an owner of a $200,000 home, that would equate to an additional $36 per
year ($3 per month) over the 2003 school bond tax rates.
